Bylaws to the Constitution
ARTICLE I: Dues
Section 1: Each member joining during the fall term or having been a member the previous year shall pay $15.00 in dues.
Section 2: New members joining in the spring term shall pay $10.00 in dues.
Section 3: All members having been a member the previous year must pay annual dues by the third regularly scheduled chapter meeting; new members will have a six week period in which to decide whether or not they would like to pay their dues and officially join the chapter.
Section 4: The Gangsta Chair shall be responsible for keeping in correspondence and retaining the AITs of the previous term of which he is serving in. This chair shall have the responsibility make phone calls to the each previous-term AIT once a week to make sure they have all necessary information about chapter events each week and to maintain friendly contact with them by engaging in conversation about anything related to the chapter. The chair shall be appointed by the S’gan through an application process. This chair can attend Executive Board meetings, if instructed by the Godol or S’gan, but will not receive Executive Board voting status.
Section 5: If an Aleph fails to pay their dues in the allotted time, he will lose his voting status and will not be allowed at the chapter programs until his dues are paid.
ARTICLE II: Standing Committees
Section 1: The Constitutional Committee shall be established by the Godol at any time he feels the need for a constitutional revision. It is required that the committee be established during the fall term of every odd-numbered year. The committee will be headed by the Godol and will consist of 2-4 other Alephs, appointed by the Godol. The first duty of the committee will be to determine the necessity of constitutional revisions. If they deem it necessary, they will recommend amendments to the executive board, which must approve the revisions by a two-thirds vote. If the Executive Board approves the amendments, they will be made Constitutional Committee and seconded by the Executive Board for passage by a two-thirds vote of the legislative body.
Section 2: The Communications Committee shall consist of between two and six non-office holding alephs in a proportion of approximately one member of the committee to every 10 alephs. The members will be chosen by the Godol, S'gan, and Mazkir. The committee shall be responsible for giving phone communications each week to every non-office holding Aleph in the chapter. The committee shall also be responsible for any advertising and promoting of the chapter programs and events.
ARTCLE III: Other Officers
Section 1: The Bizzatch shall be responsible for being funny, and making every Aleph laugh at programs, meetings, etc. He may be elected by voice vote during elections, and shall not receive a vote on the Executive Board. The Bizzatch has to plan a Bizzatch program during his term.
Section 2: The Shotare Kotone shall act as an assistant Sergeant-At-Arms for the Shotare Godol. He shall be appointed by the chair during the Opening Rituals at every meeting.
Section 3: A Man Chair to promote chapter spirit through brotherhood, athletic, and social events. The responsibility of this position is to coordinate Moishe's Café every spring, ensuring acts and smoothness of the program. This chair will be appointed by the S'gan through an application process. This chair can attend Executive Board meeting, if instructed by the Godol or S'gan, but will not receive Executive Board voting status.

Section 5: A Social/Athletic Chair is created to help plan programs in the social and athletic folds. This person will also promote interchapter athletic events in meetings. This chair will be appointed by the S'gan through an application process. This chair can attend Executive Board meeting, if instructed by the Godol or S'gan, but will not receive Executive Board voting status.
Section 6: A Web Site Chair is created to keep the chapter website, http://www.weebly.com/weebly/main.php updated with chapter communications, sports scores, pictures, general information, and anything else the chapter sees fit. This chair will be appointed by the S’gan through an application process. This chair can attend Executive Board meetings if instructed by the Godol or S’gan, but will not receive Executive Board voting status.
Section 7: An Electric Chair shall be appointed to videotape major Melech antics and compile a Melech AZA video by the end of the term. They shall be required to have a video camera at all (chapter) times. This chair shall also be responsible for a Founder’s Week program. This chair can also assist with any other chapter technological needs. This chair will be appointed by the S’gan through an application process. This chair can attend Executive Board meetings if instructed by the Godol or S’gan, but will not receive Executive Board voting status.
Section 8: An RC Chair shall be responsible for coordinating the chapter efforts to have great sprit at Regional Convention. This includes purchasing anything the chapter will use at RC, such as toys, costumes, noise-makers etc, getting people excited about the convention, and writing new cheers and teaching the chapters all cheers and songs to be sung at RC. This chair will be appointed by the S’gan through an application process. This chair can attend Executive Board meetings if instructed by the Godol or S’gan, but will not receive Executive Board voting status.
Section 9: An Alumni Chair is created to keep in touch with alumni and help organize all alumni events. This chair shall belong to a senior, ideally a past Godol and work alongside the Godol and S’gan to keep past members of the chapter informed about chapter events. The Alumni chair will also be responsible for recording the recent history of the chapter and adding it to the already existing Melech AZA #2461 historical accounts. The Godol will appoint this chair using common sense. This chair can attend Executive Board meetings, if he wishes, but will not receive Executive Board voting status.
ARTICLE IV: Elections
Section 1. Elections shall take place at the end of each term, at a time and date to be determined by the Godol. All members should have at least two weeks notice.
Section 2. It shall be the responsibility of the Moreh to inform chapter members of the officer positions and their inherent responsibilities.
Section 3. The Godol shall supply the chapter with a Caucus Sheet, in which members can caucus for the position they intend to run for. The Godol shall give at least one week's notice of the close of Caucusing, which may occur at different times for different positions. In addition, the Godol shall act as the chair during election proceedings.
Section 4. After caucusing is closed, those caucusing for Godol, S'gan, and Moreh shall participate in Meet the Candidates. Each Aleph shall receive up to 5 minutes to tell the chapter about himself, distribute his platform, and answer questions from the chapter.
Section 5. Officer elections shall be conducted in the following order: Shotare godol, Godol, S'gan, Moreh, Mazkir (Recording Mazkir then Corresponding Mazkir if the chapter deems in necessary that two Mazkirim be elected), Shliach, Gizbor, Haver-Sheli, Sopher, followed by any other officers provided for in this document. Kohen Godol may be elected at any time during the Elections.
Section 6. Alephs having caucused for Godol will receive 5 minutes to read their speech, Alephs having caucused for S'gan will receive 4 minutes to read their speech, and all other candidates will receive 3 minutes to read their speech for the office they caucused for.
Section 7. If an Aleph is nominated off the floor, he will receive 1 minute to speak about whatever he wants, so long as he has not already given a speech. If he has, he will have 30 seconds to state qualifications, ideas relating to the position, and statements bashing those who he is not running against for comedic purpose if situation yields only.
Section 8. Alephs having lost for the position may "drop down" up to two times to other positions. The length and content of the Aleph's speech shall be determined by the rules presented in Section 7.
Section 9. After all candidates have given their speech, a secret-ballot vote will be taken. The votes shall be counted by the chair and an advisor. All votes for abstention will be disregarded. A majority of the new total of votes is needed to win the election. The winner will be announced by the chair in front of the chapter. If a candidate is running unopposed and a vote is called for, it will take place as a "yes" or "no" vote. In the case of a "no" vote winning, the chapter will hold elections for that position again at a later date.
Section 10. In the event that no Aleph receives a majority of the votes, a runoff vote shall be held between the two Alephs receiving the most votes, and following the procedure described above. If the chair deems it necessary, he may ask each run-off candidate a question appropriate to the office in question to help clarify the situation.
Section 11. In the event that a quorum is not present for elections, the need for a quorum may be suspended by mutual agreement of the Godol and an advisor.
ARTICLE V: Additional Duties of Executive Board Officers
Section 1: The Godol shall be responsible for calling each member of the executive board, and the advisor, each week to give those Alephs communications on Tuesday evenings and to discuss any related business.
Section 2: The S'gan shall be required to call a minimum of one Executive Board meeting each month of the term.
Section 3: E-mails must be sent using the Melech AZA Communications Yahoo Group by the Godol or S’gan by the Tuesday of each week. These emails should include information about any chapter/regional event, any information passed on from the council or international levels, and anything else pertaining to the chapter. The Godol or S’gan may delegate this responsibility during the term if they see fit.
Section 4: The Moreh shall be responsible for the creation of a correspondence system to inform the parents of Alephs in Training about all chapter events, and hold a meeting with the parents of Alephs in Training once during his term.
Section 5: The Mazkir shall be responsible for the creation of a parent correspondence system to inform the parents of Alephs about large chapter events and conventions. The Mazkir shall also be responsible for writing and sending thank you notes to the families who host Melech AZA functions at their household. In the case of their being two Mazkirs, the Recording Mazkir shall be responsible for compiling thank you notes for the host families of chapter events and the Corresponding Mazkir shall be responsible for the parent e-mail communications.
Section 6: The Haver-Sheli shall be responsible for planning at least one brotherhood program per term.
Section 7: The Sopher shall be responsible for taking photographs of the chapter at all BBYO events and the creation and maintenance of a chapter photo collection.
ARTICLE VI: Jurisdiction
The document shall be appended to the Constitution for the duration of its authorization but shall be superceded by the Constitution in any conflicts.
ARTICLE VII: Adoption
This document shall take effect upon its approval by a two-thirds vote of the Executive Board and shall expire 30 days before the first meeting during the Fall 2005 Term.
